Saving web site to PDF quality low - Is this saved as an image?

When I save a web page to PDF the quality of the text is very poor when enlarged.
I am also unable to select that text in the PDF document which seems to indicate that the web page has been saved as an image. Is there any way of improving the quality of the PDF save and saving it as a conventional PDF whereby I can also copy the text and paste it elsewhere? Fireshot 0.98.70. Windows 7. Firefox 37.0.1. |

Sorry for making you waiting. Yes, it's saved as a bitmap with lossless compression. This is the only way of getting of the PDF with the 100% matching pixel to pixel content. I am finding that pixels are not matching the original as you can see from this sample. It's very pixelated when enlarged. This image is enlarged 400%.
