Capture all tabs and save as single PDF not available on Mac?

Question

Is this a Mac issue?

I only have the ability to
"Capture all tabs and Save as PDF" (which saves a separate pdf of each tab)
I don't have the option to
"Capture all tabs and Save as – single – PDF"

I'm using up-to-date copies of Chrome, FireFox, and Edge.
